Our work with East Sussex County Council (ESCC) required the development of a flexible framework to support future changes in policy emphasis. For the capital expenditure period for 2008 to 2011, the policy focus was on energy, transport, materials and internal environment. Our brief was to provide a range of key sustainability indicators and best practice guidance that could be used by the whole supply chain for any project, from client and internal brief and budget setting for ESCC officers, to design team members and contractors.
We achieved this through a series of workshops that then led to the development of a range of tools and checklists written for all stages of a project. Key questions that should be asked were set out and studies and approaches that should be carried out were identified.
Reporting mechanisms facilitated the collation of successes and difficulties that were encountered. The tools and checklist questions covered a range of strategic policy and specific design opportunities.
The use of tool-kits and checklists provided guidance for monitoring the key sustainability indicators for projects and aggregating this at an ESCC programme level. We subsequently developed training sessions to support its implementation. It demonstrates our ability to work with all contributors to a process to derive user-friendly guidance.
We are currently updating the policy to fit with their new capital planning cycle, with a planned completion of Fenruary 2013.
